**AB 1520, Chapter 922, Statutes of 2001 went into affect in January 2002 to allow any voter to sign up to be a permanent vote-by-mail voter. Previously it was restricted to certain voters, such as persons with disabilities. The growth in permanent vote-by-mail voters was first seen in the November 2002 Election, and has grown each election since.
